Refactored power VM allocation policies, removed old policies, reimplemented the DVFS and single threshold policies

The power package and corresponding examples are being heavily updated, as well as new PlanetLab workload data are added. Currently, the package is not in the working state and will be fixed soon; however, the org.cloudbus.cloudsim.examples.power.random.NonPowerAware example is already working and can be run.

- VmSchedulerTimeShared and VmSchedulerTimeSharedOverSubscription were refactored to isolate the method
that decides MIPS shares in case of oversubscription.

- CloudSimExample1 has been reverted to its original version.
